The SFPUC LBE Certification Program was created in September 2006, to provide small construction firms in the water service territory with expanded bidding opportunities on SFPUC Water System Improvement Program (WSIP) projects.

Established small public works/construction, construction material suppliers, construction equipment rental and trucking firms located in the water service territory are encouraged to apply for the certification program.

The SFPUC LBE Certification Program is only applicable to small construction firms for work on regional WSIP projects. The following benefits are available:

When bidding as a subcontractor, certified SFPUC-LBEs shall be eligible to meet the LBE subcontracting goal requirements on SFPUC Regional WSIP Projects.

When bidding as a prime, certified SFPUC-LBEs shall be eligible for 10% bid discount on SFPUC Regional WSIP projects.

Small construction firms are required to show average annual gross receipts from prior (3) years. Please note the average annual gross receipts for the last three years cannot exceed the following limits:


Work:


Public Works/ Construction Contractors (A & B license) $14 million

Specialty Construction Contractors  $7 million

Goods, Materials and Equipment Suppliers $7 million

General Services $7 million

Trucking  $3.5 million


San Joaquin, Stanislaus, Mariposa, Tuolumne Counties based contractors are eligible.
